Children’s Services of Virginia (CSV) is a licensed private child placing agency
providing treatment foster care and counseling services to children and families. The agency has a main office in Winchester, VA and branch offices in Harrisonburg, and Manassas, VA.

The Treatment Foster Care (TFC) program is licensed by the Virginia Department of Social Services and provides services to children from birth to age 21. The program serves handicapped and non-handicapped children who are placed in specialized foster care homes and are provided individualized treatment programs comprehensive enough to cover their educational, medical and counseling needs.

The program serves children who are neglected, abused, or physically handicapped, and those who have emotional disorders, behavioral disorders, mental retardation and/or other developmental disabilities. The children are divided into levels of care based on the individual child’s needs.
